You can use any searchable database-centric site. Joomla or even Wordpress would work, they just wouldn't offer any advanced features without modifications. What they would offer is simplicity to install and maintain, ease of adding and editing content, searches, ratings, RSS feeds, etc...so they would be a fine choice for a dictionary.
