...with WCAG guidelines.? The CMS should not only output fully accessible pages, but the interface itself should be accessible to disabled users too (in particular blind users). The backend doesn't need to be overly complex, but it should be more than a weblog tool. Easy installation and configuration would be nice too.

Have you taken a look at Plone? (plone.org). It looks like it may meet your requirements.
